Общий вопрос.
Чтобы правильно задать общий вопрос, необходимо понять:
1. В каком времени стоит глагол в предложении
2. Сильный (самостоятельный) или слабый (несамостоятельный) глагол перед нами
3. Есть ли уже в предложении вспомогательный глагол

Помним, что 

1. вспомогательный глагол, уже имеющийся в предложении САМ  начнет задавать общий вопрос, выйдя на первое место в предложении.

2. если в предложении имеется самостоятельный глагол  to be, он выйдет на первое место в предложении и начнет вопрос.


3. если вспомогательных и самостоятельных глаголов в предложении нет, на помощь с радостью придет вспомогательный глагол do в соответствующей смысловому глаголу форме


Jack is going to read a new book tonight?
Is Jack going to read a new book tonight?

Jack watched TV yesterday.

Did Jack watch TV yesterday?

Специальный вопрос

Всё то же самое, но в начале вопроса добавляется вопросительное слово ( when, where, what, why, how)

Специальный вопрос к подлежащему

Исходя из того, что подлежащее отвечает на вопрос  Кто? или Что?, понимаем, что вопросительное слово займет место подлежащего в этом типе вопроса. Поэтому место для вспомогательного глагола здесь просто нет!

    (Косвенная речь)

    «Direct speech» или прямая речь — это слова какого-либо человека, передаваемые буквально так, как они и были произнесены. На письме прямая речь выделяется кавычками, а после слов, вводящих прямую речь, ставится запятая.
    She says, "The lessons begin at 9 o’clock." – Она говорит: «Занятия начинаются в 9 часов».


    «Indirect speech» («reported speech») или косвенная речь — это речь, передаваемая не слово в слово, а только по содержанию, в виде дополнительных придаточных предложений, при этом запятая, отделяющая слова говорящего от прямой речи, и кавычки, в которые взята прямая речь, опускаются.
